Ambassador Lt. Gen Peter Augustine Blay who hails from Ezinlibo in the Western Region, was Ghana’s Ambassador to the Republic of Cote d’lvoire from July 2014 - January 2017. He is a distinguished military officer who reached the highest rank (Lt Gen) as well as the topmost position in the Ghana Armed Forces (Chief of the Defence Staff). He was an alumnus of the prestigious Royal Military Academy, Sandhurst (UK) in 1972, and the Army War College (USA) in 2000.

He held with distinction other responsible positions in the Armed Forces, including Commanding Officer Jungle Warfare Training School, Chief Instructor at the Army Combat Training School, Chief Instructor at the Army Combat Training School, and Chief of Staff, General Headquarters. On the International Front, he served with the United Nations Missions in Lebanon and Cambodia. As Africa’s Senior Military Representative to the Military Coordination Commission, he established the African Union Liaison Mission in Ethiopia and Eritrea (ALMEE) in December 2000. ALMEE supported UNMEE (United Nations Mission in Ethiopia and Eritrea) to resolve the war between Ethiopia and Eritrea in 2001.

As CDS his effective leadership of the Armed Forces, resulting in a positive transformation in performance and orientation, did not escape the eyes of both domestic and international watchers. The Civil Society Organisation, IMANI Ghana, accordingly named him among its five topmost Public Service Leaders in 2011. The United States Army War College also inducted him into its International Fellows Hall of Fame in 2011. The West African Nobles Forum (WANF) honoured him as a “Noble” for his sterling stewardship of the Armed Forces.

For his untiring commitment and contributions to the development of Nzemaland, the Chiefs and People honoured him with a chieftancy title, “Atwe Amgbo Komavale”, in 2010.

Inrecognition of his meritorious service to the country as a whole, the President of the Republic conferred on him the State honour of the COMPANION OF THE ORDER OF THE VOLTA (CV) in December 2015

Following the demise of his “papa”, Dr Sarzrar Opata, Founder of UCOMS, in September 2020. Amb Lt. Gen. P. A. Blay assumed the position of Chairman, UCOMS Board of Directors, from October 2020.
